sir,
I have the honour to acknowledge the receipt of Your
Excellency'e despatch No.7 of the 83rd instant having reference
to recent disturbances arising out of a conflict between the
constabulary and military forces stationed in and around Canton.
2. I gather therefrom that Your Excellency is pleased
to consider that information as to what took place was not furnish
-ed sufficiently early, and that consequently representations, implying a dereliction of duty on my part, have been addressed
to the Secretary of State for the Colonies.
3. May I be permitted to observe that, if due regard
be had to the peculiar condition of things obtaining at the time,
a charge of unwarrantable delay would under the circumstances
hardly seem called fort
4. In terms of Article I of the Port Regulations of
1869 confirmed by Order in Council dated October 25th, 1881,
British Consulate Offices at the open porta are closed on such
Chinese holidays as the Chinese Customs Authorities may observe, in this particular instance from the 9th to the 12th instant, both dates inclusive. It is also customary at the end of the
